Special Education Support Guide

The New York State Education Department’s Office of Special Education provides a comprehensive range of services and programs designed to support students with disabilities across the state. These services include individualized education plans (IEPs), specialized instructional support, related services such as speech and occupational therapy, transition planning, and resources to ensure compliance with state and federal laws.
Ruth&Co. was commissioned to create a comprehensive guidebook for caregivers, educators, and service providers to help them navigate the complex special education system for children from birth through third grade. The guidebook provides step-by-step instructions on accessing early intervention services, understanding eligibility criteria, collaborating with school districts, and advocating for appropriate supports. It includes an in-depth overview of the Early Intervention Program (EIP), outlines timelines for referrals and evaluations, and explains the range of programs and services available to both preschool children and school-age students with disabilities in New York State, such as Committee on Preschool Special Education (CPSE) and Committee on Special Education (CSE) processes.
